Ballot Paper Return Report

Caretaker Policy
Council will be in a caretaker period from September in the lead up to the Election
For the first time in Local Government elections, there will be a formal caretaker period leading up to the elections.
Your Council has adopted a Caretaker Policy which allows for the caretaker period to commence from the opening of nominations on 7 September until the conclusion of the election following the close of voting on 12 November.
The caretaker period ensures that Council will not make any major decisions that will unfairly bind an incoming Council. It also places an onus on Council to ensure that all election candidates are treated fairly and equitably when it comes to the use of Council resources.
During the caretaker period you may notice:
- Less information to the community - especially regarding matters which have become election issues.
- No Gallery Question Time at Council meetings during September, October and November from the 7 September to the 12 November.
- No civic functions and public forums during this period.
- No community consultation processes, with the possible exception of basic notifications concerning infrastructure repair or replacement.

Women candidates for Council elections
In order to be representative of the community equal numbers of men and women nominating for Council are needed. This has never occurred.
2010
40% of nominations were from women. A total of 5 women (35.7%) were elected to Council of a total of 14 members.
2006
16% of nominations were from women. A total of 4 women (31%) were elected to Council of a total of 14 members.
1997 (best result)
35% of nominations were from women. A total of 7 women (41%) were elected to Council of a total of 17 members.
Voter Turnout
Voting at Local Government elections is voluntary by postal vote. The State Plan's target for Local Government voter turnout is 50% by the 2014 election.

The record high number of nominations and extensive promotion in 2006 and 2010 did not result into an increased voter turnout.
