Mortlock Park Colonel Light Gardens

City of Mitcham propose to grant a 10 year lease/licence to the following users of Mortlock Park, Colonel Light Gardens:

  • St Therese Primary School 
  • Colonel Light Gardens Primary School
  • Goodwood Baseball Club
  • Colonel Light Gardens Football Club

Mortlock Park is located in the Colonel Light Gardens State Heritage Area.

The sports facility is currently formally used by Goodwood Baseball Club and Colonel Light Gardens Football Club through a lease with the City of Mitcham. The Oval is currently formally used by Goodwood Baseball Club and Colonel Light Gardens Football Club through a licence with the City of Mitcham. 

The Oval is also used by Colonel Light Gardens Primary School and St Therese Primary School for their recess and lunch times and sports days. Both schools are interested in formalising the agreement with Council.

Why are we seeking your feedback? 

In recognising the significance and value of Mortlock Park to the community, we invite your feedback. In accordance with City of Mitcham’s Public Consultation Policy, the granting of a lease or license must be undertaken in accordance with the Retail and Commercial Leases Act 1995, be authorised in an approved management plan for the land and Section 202 of the Local Government Act 1999 (the Act). 

In the case of Mortlock Park, formal use of sports facilities is facilitated through the granting of a lease or license to groups to use the facility, either exclusively or at specific times.

We are seeking your feedback on 

  1. Granting a 10 year licence to Colonel Light Gardens Football Club, Goodwood Baseball Club, St Therese Primary School and Colonel Light Gardens Primary School for the oval at Mortlock Park. A licence is an agreement with the City of Mitcham that describes the nature and times of use, but where the school/club doesn’t have full and exclusive use/access.
  2. Granting a 10 year lease to Colonel Light Gardens Football Club and Goodwood Baseball Club for the Sports Facility at Mortlock Park. A lease is an agreement with the City of Mitcham that describes the nature and times of use, but where the club has full and exclusive use/access. 

Times and Area of use? 

The times and areas of use have not yet been determined, as this will occur during the drafting of the Lease/Licence. There is currently no licence with the Schools, as a guide the times and location will be informed by current use patterns of Mortlock Park  which is during recess and lunch times and sports days. The existing lease and licences with current times and use for Goodwood Baseball Club and Colonel Light Gardens Football Club can be viewed below.
