Growth Precincts Development Plan Amendment
Council, has now received approval from the Minister for Planning to proceed with the Growth Precincts Development Plan Amendment (DPA). The Minister, however, has removed the Flinders and St Marys precinct and the South Road Corridor from the proposed scope of the DPA.
Council will now commence the DPA process for the remaining four growth precincts -
- Goodwood and Daws Roads
- Belair Centre
- Goodwood and Cross Roads
Community engagement on proposed changes within the draft DPA will be undertaken later this year. Further updates on this will be provided on Council's website.
Next Stage - Key Growth Precincts
The next stage of the project focuses on the identified key precincts (ie the blue areas on the Spatial Vision map).
At its meeting of 26 February 2019, Council endorsed a Statement of Intent (SOI) for a Growth Precincts Development Plan Amendment (DPA). A copy of the report and attachments can be found here.
The Growth Precincts DPA SOI has now been lodged with the State Government and we are currently awaiting a response.
Concluding Phase One - Developing a Spatial Vision for the City and Key Precinct Structure Plans
The first phase of the project to develop a Spatial Vision for the City and Key Precinct Structure Plans has now concluded.
Feedback from the community in the "Shape Your Place" consultation was considered, and the plans amended in response. Council endorsed the amended plans on 26 February 2018. A copy of the report and attachments can be found here.
These amended plans will form Council's basis for negotiation with the State Government and will inform the next phases of the project. This includes negotiation with the State Government as to how zoning changes might occur within the City of Mitcham as we transition from the Development Plan to the new Planning and Design Code.
The way to commence this negotiation is the submission of a Statement of Intent (SOI). The SOI is a formal agreement between Council and the Minister for Planning regarding the matters to be undertaken when changing the Development Plan.

The Shape Your Place! community engagement has now concluded. Your feedback is helping us to understand what you want the future of our Council area to be. This, in turn, will help us negotiate with the State Government on how the new Planning and Design Code will be applied to our Council area.

Council wants to make very clear to the community upfront that the ideas in the 'Shape Your Place' project do not have any legal effect. They represent concepts and ideas only at this stage and may change after community consultation. There is no guarantee that the State Government will agree to all or any of the plans or ideas. Therefore they cannot be relied upon for the purposes of future development proposals, land valuation processes and future development potential for any land depicted herein. The proposed public space works are also conceptual only and are not yet funded. All conceptual plans and ideas presented as part of the 'Shape Your place' project are for the purpose of seeking the views and opinions of the community.
