Our Access and Inclusion Plan provides a framework and sets out Council’s commitment to advancing the City as a welcoming and inclusive place.
What will the plan deliver?
The City of Mitcham's Disability Access and Inclusion Plan 2026-2030, identifies the outcomes the City of Mitcham will achieve to improve access and inclusion for people of all abilities. It sets out four focus areas and corresponding actions that will enable the City to provide services, supports, facilities and information that are accessible for all and genuinely inclusive.
The focus areas are:
- Inclusive Places and Spaces - People of all abilities can access, use and enjoy our public places, spaces and facilities safely, independently and with dignity.
- Engagement and Active Participation - People with disability have equitable opportunities to be actively involved in shaping Council decisions and can participate in community life, activities and opportunities on an equal basis with others.
- Communication and Access to Services - People with disability can access information, services and support in ways that meet their needs, helping them to stay informed, connected, safe and included.
- Volunteering, Learning and Employment - People with disability can access meaningful volunteering, learning and employment opportunities and are supported to participate, develop and succeed.

Our community and why inclusion matters
Around 69,000 people live in the City of Mitcham, including people with disability, long-term health conditions and those who provide care for others.
According to the 2021 Census, around 3,500 residents need assistance with everyday activities, 33.8% live with a long-term health condition and 14.3% provide unpaid care. This includes almost 8,000 people who care for an older person or someone with disability.
Our community is also home to more than 14,000 people aged 65 and over. As our population ages, the need for accessible services, facilities and public spaces is expected to grow.
We're committed to making Mitcham a welcoming and inclusive place where everyone can access services, connect with others and take part in community life.
The Access and Inclusion Plan links with the City of Mitcham’s Strategic Management Plan Mitcham 2030, 4-Year Delivery Plan, Annual Business Plans, Living Well Public Health and Wellbeing Plan 2020-2025 and is supported by our Access and Inclusion Policy. Our Disability Action and Inclusion plan is aligned with and draws from the State Disability Inclusion Plan 2025-2029 and is informed by the SA Autism Strategy 2024-2029.
Disability Advisory Network
The City of Mitcham thanks the members of the Disability Advisory Network (DAN) for volunteering their time and sharing their lived experience to help make our communities more accessible and inclusive.
The network brings together residents from the Cities of Mitcham, Holdfast Bay and Marion who are passionate about improving access and inclusion for people with disability.
DAN members help make a difference by:
- Sharing their experiences by providing Council staff and other organisations with valuable insights into the everyday experiences and challenges faced by people with disability.
- Helping shape our plans by sharing ideas and feedback to help develop our Disability Access and Inclusion Plans and improve accessibility beyond minimum legal requirements.
- Connecting our communities through building stronger connections between councils and people with disability, sharing information and encouraging greater awareness and inclusion.
