Meet the Council Assessment Panel

The Council Assessment Panel is established under the Planning, Development and Infrastructure Act to approve or refuse development applications which have been notified to the public and where people wish to speak about the development proposal.

Code of Conduct

Members of the Council Assessment Panel are required to strictly adhere to the State Government's codes of conduct. Complaints regarding the conduct of members are referred to the State Planning Commission.

When they meet

The Council Assessment Panel meets at 6.30pm on the first Thursday of each month.  Special meetings may be held as and when required.

The members

One Council Member and four independents sit on our Council Assessment Panel, and one deputy member. Independent members are selected through an expression of interest process that is open to members of the public. The current members are:

Steve Hooper (independent member)
Michael Osborn (independent member)
Amy Smedley (independent member) 
Tom Morrison (Council Member)
Jane Bange (deputy Council Member)

Jane Bange only acts as a deputy member in the absence of Tom Morrison, and is unable to act as a deputy member in the absence of the Presiding Member or other independent members.

How to participate

If you have made an application to undertake development in the City of Mitcham and the Council Assessment Panel is the decision maker, you are able to speak to the Panel in support of your application at the discretion of the Presiding Member.

If you have been notified or interested in a development being undertaken, and you have made a submission to the public notification in relation to that development within the time frame allotted by the process, you are able to speak to the Council Assessment Panel in support of your submission. In these cases, applicants are also able to speak to the Council Assessment Panel to respond to submissions from neighbours.

When it comes to discussing any development matters that will be presented to the Council Assessment Panel, we kindly ask that you reach out to our dedicated team. It is not possible to talk with the Council Assessment Panel members, including Council Members, about the development being presented to the Panel outside of the meeting.
