City of Mitcham selects preferred purchaser to develop former Blackwood Library and adjoining site.

The City of Mitcham, in collaboration with Leedwell Property, a prominent Adelaide-based commercial land agent, has successfully undertaken a sales and marketing campaign for the former Blackwood Library and the adjacent Council-owned land currently used as a plant nursery.

The response from the property and development market has been strong, reflecting the strategic significance of these properties.

At the Special Council Meeting held on 29 November 2023, Council considered the Expressions of Interest received, aligning them with key development outcomes set for the subject land.

Following a comprehensive assessment of all Expressions of Interest, Council has identified its preferred purchaser.

The decision has been made on the proposed concepts' strengths, emphasising the achievement of various development outcomes:

  • Multi-storey mixed-use development with an activated Main Road frontage, featuring multiple commercial tenancies.
  • A variety of residential apartment sizes and choices, including provisions for affordable housing.
  • Commitment to a high-quality, sustainable design that acknowledges the unique urban attributes of Blackwood.
  • Assurance of on-ground development within a three-year timeline.
  • Delivery of an excellent financial return to Council.

Mayor Dr Heather Holmes-Ross said, “This strategic move represents another significant step in bringing to life the envisioned transformation of the Blackwood Centre.”

Council is now set to collaborate with the preferred tender in further developing and finalising the design before concluding the sales process.
