Council often receives requests from the community to view or obtain copies of Development Application documents. What you can access depends on when the application was lodged and whether copyright or security restrictions apply.
To help clarify, we have developed a policy and FAQ which sets out when and how documents can be accessed:
- Access to Documents Relating to Development Applications Policy (PDF)
- FAQ – Access to Plans and Documents (PDF)
The Policy explains what documents can be accessed and under what conditions. The FAQ should be read alongside the Policy it answers common questions about viewing plans, technical reports and other documentation.
Copyright and document security
All documents are subject to the Copyright Act 1968. This means plans, drawings and reports are protected by copyright and cannot be copied or shared without written permission from the author.
In some cases, access may also be limited where documents could compromise the present or future security of a building.
Applications lodged after 19 March 2021
These applications are managed by the State Government’s PlanSA Portal, not Council. Documents submitted through PlanSA are exempt from Freedom of Information (FOI) requests.
However, we know the community sometimes needs to view approved plans. In line with our Policy, Council provides limited viewing access to certain documents at the Civic Centre.
What you can view (if you are the landowner):
- Plans, drawings and technical reports
- Decision Notification Forms
Viewing is free. A Council Officer will be present during the session.
Photocopy charges apply if copies are requested and written permission from the author is required to receive copies.
Important:
- Copies are not provided without copyright consent.
- Photographing documents is not permitted.
- Documents are for viewing only not for download or reuse.
To make a request, please fill out the Request to Inspect Development Application Documents form and contact our Development Services Team.
